hi all.

i would like to propose a global config.cache which should speed up
configure significantly.

it is possible to set cache_file in config.site
which would be obeyed if we
export CONFIG_SITE=/etc/config.site

or something like that.

the sandbox must allow writing to that file during src_compile.

then some extensive testing must be done if some ebuilds are broken:

like configure may detect library X (cached) but we uninstalled it.
this should never happen if all the dependencies were correct. but
i guess there are many ebuilds which are broken in that respect.
