I submitted this ebuild with bugzilla: http://bugs.gentoo.org/show_bug.cgi?id=24583 If you take this ebuild, you will have a recent kernel with speakup-1.5 (the last stable version). This kernel has been tested, and speakup works well. I am already building a LiveCD that supports speakup. If you are interested, you can have a look at this page: http://systemrescuecd.sourceforge.net/ Speakup is enabled in the current version, but it's destroyed at startup, because of the keymap menu (even with kernel param "nokeymap").
