[gentoo-dev] Proposal: new category app-portage

Hi,

I just stumbled across this post in the forums:
http://forums.gentoo.org/viewtopic.php?t=67849

That remembered me that there are some portage related tool in the
portage tree scattered in serveral categories (mostly in app-admin). A
quickly assembled list of packages that are only usable with portage:

app-admin/envtest
app-admin/genlop
app-admin/generate-use
app-admin/gentoolkit
app-admin/gentoo-stats
app-admin/kportage
app-admin/mirrorselect
app-admin/portagemaster
app-admin/rmerge2
app-admin/splat
app-admin/ufed
dev-util/ebuilder
dev-util/lintool
sys-apps/epm

Some packages where I'm not sure if they fit the new category:

app-admin/gentoo-rsync-mirror
sys-apps/deltup
sys-apps/portage (well, it fits in the category, but unsure if it should
be moved)

And there are more tools in bugzilla waiting to get into the tree.
A new category might benefit new users as all portage related tools are
kept in one place.
