I don't have the one in /usr/lib/portage. See if /usr/lib/portage/portage.py is
claimed by any package.
grep -l /usr/lib/portage/portage.py /var/db/pkg/*/*/CONTENTS
or
qpkg -f /usr/lib/portage/portage.py
