I would like to submit ports to the Gentoo Portage tree. Do I need
access to the CVS repository for doing so? How can I get it?

All ebuild submissions are handled through bugs.gentoo.org please submit
your ebuilds there and if acceptable copyright them gentoo technologies,
inc. they will be assigned to a developer and added as soon as possible,
please read the ebuild submission howto on www.gentoo.org.

To avoid some potential confusion: what you call "ports" we call
"ebuilds". If you look at the following:
http://www.gentoo.org/doc/ebuild-submit.html
http://www.gentoo.org/doc/gentoo-howto.html
http://www.gentoo.org/doc/eclass-howto.html
They should explain how to write your ebuild, and how to submit it.
A word of warning: Some times, it takes a while before your ebuild is
included in the distribution. We currently spend a lot of time on
system-wide changes (keywords, fixups for the pending 1.3 release).
If your ebuild passes lintool's tests, has a changelog, comes with a
digest and is otherwise in perfect condition, it will in general be
included within a few days. If the developers need to modify it in
any way, it can take weeks.
Please don't be discouraged. We're working as fast as we can, even though
it may not always appear so.
