According to what was proposed by Thilo Bangert on bug #3296 I'm making
a RFC regarding the default time at which /etc/cron.daily cron jobs
should be ran, i.e., whether they should be run at midnight or later on the
night instead. 

Note that only the default value is in question. Although it's not
difficult to change the default it does take some time and pacience to
understand how crow in used in Gentoo, especially the /usr/sbin/run-crons script. So please give your opinion, and also what settings that you usually choose [if any].

preliminary [opposite] opinions [appearentely coming from two distinct schools - RedHat
and Suse, respectively].
