i would like to see some packages (namely the kde ones) seperated into
smaller ones so that you could install just kghostview or just kmail or
some other major program (with the right kde dependencies) without say
having to install a whole package like kdegraphics which contains a
bunch of stuff i dont need.
maybe there are some options i just need to change to do this. enlighten me.

This may and probably will be done at some point. But, it will require time
and effort and I would like to wait a week or two first to make sure all the
KDE3-related bugs and issues have ben ironed out before starting something
like this.

The other part of the answer: if you want to do it now, do this for package
foo;
* ebuild foo-x.y.ebuild unpack
* edit /var/tmp/portage/foo-x.y/work/foo-x.y/subdirs and remove what you don't
like
* ebuild foo-x.y.ebuild compile install qmerge
