After installing sys-apps/xinetd and putting the appropriate symlink
in /etc/runlevels/boot, I find that xinetd does work, but ..
xinetd starts, then stops, then starts again during the bootup
sequence.

I saw this same thing with sysklogd.

I had to adjust the entries in /etc/xinetd.conf to make xinetd work. It runs
with some complaints about nonexistent services, but it runs.
