In case of emergency:

first, back up your /etc/make.conf.  Then...
cd /usr/portage/sys-apps/portage/files
(find most recent version of portage-1.6.?.tar.bz2)
tar xjUpvf portage-1.6.?.tar.bz2 -C /

Portage should now work.
