I tried adding a symlink to /etc/runlevels/boot, but the
/etc/init.d/xinetd file appears to be an old leftover from _rc5.
Is there a new format xinetd script?

Since it appears that you're running our in-development, rc6 build
snapshot; you need to say 'emerge sys-apps/xinetd', which providing
you are running the minimum required portage version (1.6), will install
a compatible init script.
