I would guess that your man.conf file still needs to be installed. Look for a
file like this in /etc: ._cfg????-man.conf
The easiest way to find 'em is like this:
find /etc -name '._cfg*' -print
If you find one or more that ends in man.conf, mv that file to /etc/man.conf.
