Could you do me a favor and also try tweaking /etc/man.conf so that all references of -Tlatin1 are changed to -Tascii? Maybe this will do the trick. I'm not sure what solution is better, but it seems that if we can fix this problem by correcting man.conf (rather than adding a special less-specific env var), then that would be the way to go.
