Fixed on CVS.

I have pam in USE, but my proftd.conf says 
ServerName          "ProFTPD"
ServerType          standalone
DefaultServer       on
AuthPAM             off
AuthPAMConfig       ftp

I can log in as a normal user just fine

I'd like to help but it's nearly impossible if I can't duplicate it.
