... but gentoo-web won't merge either, none of the versions
it complains about missing sys-devel/python
after setting a symlink to spython, it seems
that the package is masked
so, are spython and gentoo-web broken ?

It just means the deps are broken.  You really shouldn't be merging gentoo-web
anyway; it'll zap stuff in your /usr/local/httpd/htdocs directory if you do.
Just remove that dep and it should work.  I may keep it broken just so people
don't accidentally merge it and fry their Web site.
