We still need a xaw USE variable. When xaw is defined, it means that apps are allowed to compile-in their *optional* xaw functionality. They will always compile-in (and depend on xaw) if xaw is required. This way, if someone removes xaw from USE, ebuild apps won't include xaw if they can help it.
