Hi,

I would like to become a package maintainer (provided that it suits of course) 
: I need a library for developping audio tools which is available from 
http://osalp.sf.net . As it is not available, I am ready to dive into the 
ebuild system to make a working one and share it with other Gentoo users. I 
am also ready to maintain it to keep up with new versions.

I have read the Gentoo devel documentations and I feel like trying doing the 
package :-)

I'd be really glad to help you.

I think the idea is that you just do the ebuild and post  a bug about it on
bugzilla. I've just done my first one and I'm waiting for feedback on it.
I don't think there is any place where one can declare an "intent to
package" as with Debian.

You are definitely wellcome!
As for how you can contribute: in your situation (submitting and maintaining 
certain ebuild) the easiest thing to do is to go to http://bugs.gentoo.org, 
create an account and submit an ebuild. And of course keep an eye on the 
package and make submissions whenever there is an update.
Please take a look at http://www.gentoo.org/index-docs.html
(The developer HOWTO and Contributing ebuilds sections) for the detailed 
instructions. Existing ebuilds are another great source to learn from.
