Fixed, but this is really a bug in metadata.dtd, which specifies 
<!ELEMENT pkgmetadata ( (herd|maintainer|longdescription|use|
upstream)* )>

That should probably be:

<!ELEMENT pkgmetadata ( (herd)+ (maintainer|longdescription|use|
upstream)* )>
