Come one, come all, it's time to learn about a new keyword in the
bugzilla system: TRACKER

On recommendation from foser, and after high-level governmental meetings
with Ramereth we decided to add TRACKER as a keyword to allow larger
projects to more easily manage/search/destroy bugs used to keep track of
smaller components of larger projects.
