Go change an ebuild or three in one of the KDE packages... then run "repoman scan" from that directory. That is the time just for the scan. The commit stage takes even longer, since it runs the scan, then does the commit. Plus there are back-end scans for many things on the CVS server itself, things like a Manifest.
