Is there any way to get the grp binaries other than downloading the
iso's? I see most of the mirrors have a gentoo/grp directory that has a
directory "infratestdir" and a file "placeholder"

Is there supposed to be/going to be something esle there?

No.  Not at this point.  Perhaps in a future release, but definitely not
for 2004.1.

I'm not sure if this is exactly what you are looking for, but the UK mirror 
service allows you to "peek" inside ISO's and download individual files.

e.g.
http://www.mirror.ac.uk/sites/www.ibiblio.org/gentoo/releases/x86/2004.1/packagecd/athlon-xp/packages-athlon-xp-2004.1.iso%5Bpeek%5D

Kurt nailed it on the head - perhaps at a later release when we have
more stabilized the process some more.
