I've created a new stage1 available at:

http://dev.gentoo.org/~drobbins/stage1-x86-20030918.tar.bz2

This new stage includes gettext. Try bootstrapping with ~x86 in
ACCEPT_KEYWORDS and gettext-0.12.1 unmasked and let me know how it goes.
