i have been using gentoo for a while now and linux for a lot longer and
i would like to help you guys out... your already doing a fabulous job i
just wanted to know if i could become a developer and what that would
entail

(1) Start posting new bugs on bugs.gentoo.org
(2) Start posting solutions to existing bugs on bugs.gentoo.org
(3) Repeat 1+2 until you've got a portfolio demonstrating your ability
    as a dev.

Anybody can develop Gentoo by posting solutions to bugs already in the
system.  No need for cvs access to be able to contribute.
