Where's the discussion?

[I point this out because a few months back we went through a huge rant
fest about things not being done in the open and as a result some of
your users feel left out in the cold not knowing where things are going]

Is the licence problem a you-can't-redistribute issue? I can't imagine
any other that would keep it out of Gentoo.
