kdelibs has failed to build again.  I am going to try and wind back the
optimisations and see what happens.  

The questions are:
1. is it possible to overide the make.conf optimisation flags on the
emerge command line?

2. can optimisation flags be set in the ebuild file, that also overide
the make.conf settings?

3. Is it possible to set somewhere a permanent optimisation flag for a
particular package somewhere where it wont get overwritten on upgrade?
