Bug 2405 (http://bugs.gentoo.org/show_bug.cgi?id=2405) has the solution:

"libiconv proved to be bad for the users health, it conflicts with glibc
and makes software bug out."

"remove libiconv, emerge glibc, log out and in again (needed for
ld.so.conf /preload ) and you can emerge glib again."
