There is more to it then meets the eye. The problem is that even if you
emerge pcmcia-cs it might not work when you reboot since the kernel that
you build is more then likely not using the same options as the kernel
that ships on the install CD. You have to emerge it during the install
in order to get the files and then do it again when you boot the machine
the first time. Then it will build the proper modules for your kernel.
