I would like to correct this bug. If anyone can tell me where the fetch code 
is i would greatly appreciate.

The fetch code is in /usr/lib/portage/bin/ebuild. Search for a function
called dyn_fetch.
We already have a plan how we want to enhance the download function. If
you want to
do these changes, I can give you a brief intro.
