Packages installing into '/' can install into "/${AFFIX}" then, and when
there are softlinks to be done from /usr/bin/ to /bin/, they need to be done
if [ "/${AFFIX}" != "${PREFIX}/" ] or if [ -z "${AFFIX}" ].

How about packages that usually install into "/"?
