config.log report can't find -lxmlparse

xmlparse is in net-libs/libwww, I fixed that dependencie bug I thought.
If you don't need xml support remove xml from the USE variable and php
should build fine too.

Do you have libxml installed, and if so what version?
PHP requires libxml >= 2.
