Poking about in my gentoo-dev-announce archive, I came across message

Subject [gentoo-dev-announce] Gentoo Council 2008/2009 - RESULTS
Date: 2008.07.05 22:00
Looking at the date shows its time to start the council election
process once again to get the new council in office by the above date
and allow a month for nominations and another month for voting.
I'll offer to be an election offical, since its unlikely I will stand
for a position on the council.
