dev-tex/biblatex: add USE 'doc' conditional BDEPEND on virtual/latex-base

Building the pdf doc requires the lmroman font from
dev-texlive/texlive-fontsrecommended. Add a BDEPEND on
virtual/latex-base to ensure that a suitable working texlive is
installed.
