dev-debug/lldb: Add USE=debuginfod to expose transitive deps

Add USE=debuginfod to expose the transitive dependencies
on dev-cpp/cpp-httplib and net-misc/curl from sys-devel/llvm.  Static
linking is such a great idea, right?
