app-office/libreoffice: fix icu-74 incompatibility

* This is only the bare minimum patch to allow icu-74 to compile.
  Upstream should do a proper sync of the data file(s) as the last sync
  was in 2009 with a few minor changes here and there causing it to
  diverge.
