dev-libs/libcgroup: bump 3.1.0, fix CG_CLASSIFY=Yes
Fixes SRC_URI.
Make CG_CLASSIFY=Yes work by adjusting executable path and add parsing
of /etc/cgroup/cgconfig.d.
