Drop prefix-toolkit-9.ebuild

This was only here as a conversion artefact in each commit in case I missed
anything (as the files were all extracted from the corresponding ebuild).

We don't want to use the ebuild from the repo and it shouldn't be modified in
future either -> bin it.
