sys-apps/policycoreutils: fix install on merged-usr

Upstream sestatus Makefile installs a compatibility symlink for
the sestatus binary. Remove this symlink when USE=merged-usr to
fix an internal file collision.

Closes: https://bugs.gentoo.org/871501
