dev-libs/cyrus-sasl: backport OpenSSL 3 patches (+ small other fixes)
Also, throw in:
- upstream version of static build / PIC patch (same as we had before, just
with commit headers now)
- gdbm errno variable change (looks like a typo in the original fix)
