net-vpn/headscale: new package, add 0.15.0

Headsacle is an open-source, self-hosted implementation of the Tailscale
control server.

Using headscale, we can easily build a control server to form our own
vpn, the corresponding node authorization, set the acl, etc.

- install documentation
- patch example config so we know if upstream changes the config file
- install example config in the documentation directory
- name the service the same as the binary
