iptables.eselect: assume IPv6 is enabled if missing USE flag
In 174ce77f31336d5d8c9a4af20dfa7d31e2c55ca5 in ::gentoo, we dropped
USE=ipv6 from iptables. We need to adapt eselect-iptables for that.
