sci-chemistry/votca-xtp: Fix EAPI-7 bump, drop unused multilib

CMAKE_MAKEFILE_GENERATOR=ninja is default in EAPI-7/cmake.eclass
Use https
Use double brackets
Sort RDEPEND
Use BDEPEND
