app-editors/jove: Fix compilation with glibc-2.30.
glibc-2.30 no longer provides stropts.h, which shouldn't have been
included in the first place. Suppress its loading (in iproc.c)
by defining _XOPEN_STREAMS=-1.
Bump EAPI to 7.
