app-emulation/libvirt: version bump to 5.4.0

 - introduce USE=dtrace to avoid an automagic dependency on
   /usr/bin/dtrace. I skipped the systemtap[libvirt] use-dependency to
   make initial bootstrapping less annoying.

 - Also synchronize time in openrc domain resume script
