glep-0076: Rationale for licensing of projects.

Most of this results from a discussion on 2018-01-24 in #gentoo-council
amongst K_F, mgorny, prometheanfire, rich0, and ulm.

+The Social Contract mentions GPL-2 and CC-BY-SA-2.0, both with the
