dev-php/PEAR-Net_LDAP2: stabilize remaining arches under ALLARCHES policy.
This package is pure PHP, so to alleviate the burden on the arch
teams, I've stabilized it on the three remaining arches (amd64, arm,
and hppa). Thanks to everyone who tested it.
