dev-perl/File-Scan-ClamAV: Bump to version 1.950.0
- Extend testing implementation to make clearer to arch-testers
that tests can be turned on, and by all means is encouraged and
expected to work *if* ClamAV is configured.
Upstream:
- Stream scanners now use INSTREAM
