Define the FILESDIR variable in global scope.

This is needed for assigning PATCHES in EAPI 6.

Also add a note that ebuilds must not access the actual directory
in global scope. The situation is similar to WORKDIR which is also
defined in global scope (for assigning S) but with the dir not being
available there.
