config.py: Modifies --list_unused_installed to nargs = "*"

In order to allow the nature of --list_unused_installed to remain true
to the nature of the command line arg, the nargs has been changed to
"*". This allows --list_unused_installed to be called with 0 or more
args via the argparse python class.
