dev-libs/glib: 2.38.2-r1 → 2.40.0

Bump glib to 2.40.0, remove two 2.38 patches that were backported from 2.39/2.40 and fix the external-gdbus-codegen patch to work on 2.40.0. No other ebuild/dependency changes.
