The Minimal InstallCD and the Installer LiveCD are both available via
viewcvs under the gentoo module under src/releng/kconfig/2006.0/x86,
though it is also available from the CD itself under the isolinux
directory.

any plans to update dev-util/livecd-kconfigs and dev-util/livecd-specs ?

No. We're never ever updating that package ever.
No offense meant to you, Rajiv, but why do people ask questions like
this? It isn't useful to anyone.
Of *course* I will be updating the package. However, if you notice in
CVS, I don't have all of the architectures yet. So I am waiting to
gather all of the information before publishing the packages.
