No.  Client options.

You'll probably need to add something like the following:

dhcpcd_eth0=3D( "-N" )

to /etc/conf.d/net to keep it from overwriting ntp.conf

Yeah, you can.

You'd be amazed at the stuff you can overwrite via DHCP.
